EUROPEAN DECLARATION ART, CULTURE, MEDIA AND DISABILITY
ADOPTED BY THE AGA OF THE EUROPEAN DISABILITY FORUM
The Declaration was elaborated by EUCREA International and
presented the first time at the Opening ceremony of the
European Year in Athens on 26 January 2003. It is a tool
for mobilization and public awareness and gives a framework
and overview of methodological guidelines and principles in
the areas of the arts, culture and media. The document was
adopted by a Resolution* of the Annual General Assembly of
the European Disabiliy Forum on 24 May 2003 and has been
endorsed by an important number of organisations, local
authorities and individuals worldwide.
EUCREA International would like to thank all signatories of
the Declaration for their commitment and engagement to promote
equal opportunities for people with disabilities.

CONGRESS ON MEDIA AND DISABILITY ON 13/14 JUNE 2003
Within the framework of the European Year and the Greek
Presidency, the European Disability Forum, on behalf of
the European Commission and the Greek Ministry of Health
and Wealthfare, organised a conference in Athens devoted
to the issue of mass media, discrimination and disabled
people. The conference brought together more than 300
participants from mainstream media, specialised media,
policy makers, academics and disability organisations.
300 representatives from the European media, communication
agencies, Member States’ governments, academics and
disability organisations, ex-changed views regarding the
im-age of disability in the media and on how to improve the
portrayal of disabled people in television, radio, the
written press and ad-vertising. 36 speakers and moderators
participated in the 6 plenary sessions, focusing on the
following themes: disability portrayal; best practices in
the media throughout Europe; disability portrayal in news;
the image of disability in advertising and fiction;
employment and recruitment of disabled people in the media;
access to the media and its new technologies; the role on
policy makers in sup-porting positive action. As a main
outcome of the congress, the participants adopted a final
declaration to combat the insufficient and in-adequate
representation of dis-abled people in the media and encourage
the production of action plans by each media to improve the
image of disability; as well as the accessibility and
employment of disabled people.

Peter Radtke, Secretary general and former President of
EUCREA International, was one of the main speakers at the
congress. Peter Radtke is the General Manager and Chief
Editor of a small TV-station and film-producing company in
Germany (ABM), dealing exclusively with disability topics.
He has the professional back-ground and experience of 19
years of work in the field of media and disability. He is
also an active member of the Communication Committee of
the European Disability Forum.

LAUNCHING OF AN EUROPEAN RESEARCH PROJECT
EUCREA International will launch a research project “Access to
cultural infrastructure and activities for people with disabilities
in Europe - towards inclusive cultural policies" including a
European study on the policies, actions and resources in the
field, a handbook of good practice and an evaluation guide book.

COUNCIL RESOLUTION "ACCESSIBILITY OF CULTURAL INFRASTRUCTURE
AND CULTURAL ACTIVITIES FOR PEOPLE WITH DISABILITIES"
ADOPTED ON 5 MAY 2003 !
On 6 May 2003 , the Council of Ministers for Youth, Education
and Culture of the European Union adopted a resolution on the
"accessibility of cultural infrastructure and cultural
activities for people with disabilities".
This first European resolution is a concrete result of the
collaboration of EUCRERA International, the European
Disability Forum and the Greek presidency of the European
Union. The text of the resolution is mainly based on
the principles and articles outlined in the "European
Declaration Art, Culture, Media and Disability",
elaborated by EUCREA International.

COUNCIL RESOLUTION ON THE HORIZONTAL ASPECTS OF CULTURE
On 26 May, the Council adopted a resolution "on the horizontal
aspects of culture: increasing synergies with other sectors
and Community actions and exchanging good practices in
relation to the social and economic dimensions of culture".

TV WITHOUT FRONTIERS DIRECTIVE : European Parliament votes
to improve television access for disabled people
On 4 September the EP adopted their Resolution on the TV
without Frontiers Directive - which reports on the implementation
process of this Directive.
One of the most significant points made is in Paragraph 34 :
“Notes that levels of sub-titling and sign language
interpretation and presentation of programmes in sign
language for those with hearing difficulties, and of
audiovisual description for the visually impaired, vary
quite widely from Member State to Member State; recalls
the Commission's commitment to the European Parliament in
June 2002 to raise this issue in the present report; notes
that the Commission has not done so; calls once again on the
Commission to address the problem of improving access to
the broadcast media for those suffering from sensory
impairment; calls on the Commission, in its work programme,
to include an annual benchmarking report on the progress
in all Member States on making digital TV accessible for
people with disabilities; believes that this report should
be based on National Action Plans on 'Improving disabled
people's access to digital TV' submitted to the Commission
by each of the Member States.”

EUROPEAN PARLIAMENT RESOLUTION ON UN CONVENTION
ON THE RIGHTS OF DISABLED PEOPLE
On 3 September the Plenary adopted their Resolution on
the UN Convention (A5-0270-2003) for which Liz Lynne
MEP was Rapporteur.
Among the points made the report:
- Insists that the outcome of the process must be legally binding Convention with an effective monitoring mechanism;
- That the UN monitoring Committee should be composed of a majority of disabled people and should be established as a strong and effective monitoring system to identify....and surmount obstacles to proper implementation of the Convention;
- Considers that the rights, wherever possible, should be legally enforceable with concrete deadlines for their achievement.

FINLAND : COMMITTEE REPORT CULTURE FOR ALL
The Ministry appointed a committee to explore ways to
improve conditions for culture of disabled people and
access to culture in public cultural institutions as
well as to submit proposals for the organisation of
culture of disabled people in the central government.
Sari Sarilovara of EUCREA Finland (member organisation of
EUCREA International, see section "members forum" )
has actively participated at the committee.

France : "national commission of the Arts, culture and
disability" presents new measures on 5 may 2003
The Minister of Culture and Communication and the Secretary
of State of the Ministry for social affairs created in 2001
a "national commission of the Arts, culture and disability”.
(Commission nationale culture handicap) Its mission is to facilitate the access to the Arts and culture for disabled people, with the primary concern being to allow people the disabilities to fully participate in the cultural and artistic world. The commission proposes measures in the concerned areas, and in particular accessibility to facilities, to artistic participation, to education and to professions in the Arts and culture. The last commission meeting on 5 mai 2003 was chaired by Jean-Jacques Aillagon, Minister of Culture, Marie-Thérèse Boisseau, Secretary of State for disabled people, and Patrick Gohet, Interministerial delegate for disabled people. The Commission presented six new measurs aimed to improve the access of people with disabilities to art, culture and audovisual media.

CULTURE 2000 PROGRAMME: CALL FOR PROPOSALS 2004
The Culture 2000 programme contributes to the promotion
of a cultural area common to the European peoples. In this
context, it supports cooperation between creative artists,
cultural operators, private and public promoters, the
activities of the cultural networks, and other partners
as well as the cultural institutions of the Member States
and of the other participant States.
The objectives of Culture 2000 are among others to
promote cultural dialogue and of mutual knowledge of
the culture and history of the European peoples; to
promote creativity and the transnational dissemination
of culture and the movement of artists, creators and
other cultural operators and professionals and their
works, with a strong emphasis on young and socially
disadvantaged people and on cultural diversity; to
highlight cultural diversity and the development of
new forms of cultural expression. In 2004, the priority
sector will be cultural heritage, which includes movable
and immovable heritage, immaterial heritage, historical
archives, libraries, archaeological and underwater
heritage, cultural sites and cultural landscapes.
Projects that are intended to make a profit are
excluded from this call.
The deadlines for submission of applications for
Community funding are:
- 30 October 2003 for annual and translation projects
- 14 November 2003 for multi-annual projects

UNESCO-ASCHBERG BURSARIES FOR ARTISTS PROGRAMME
The Programme UNESCO-Aschberg Bursaries for Artists was
created in 1994 to open new prospects of career to young
artists in all disciplines. It enables to promote these
possibilities by offering them the opportunity to continue
their training in specialized institutions. The fellowships
are co-financed by the International Fund for the Promotion
of Culture (IFPC) of UNESCO and an international network of
partner institutions specialized in the training of artists.
For 2003/2004, the programme proposes 57 fellowships offered
by 50 partner institutions disseminated in 26 countries.
Selection procedure is shared between an International
Artistic Committee which meets once a year under the supervision
of the ifpc, and the host institutions. The meeting takes
place every year in June-July.

GRANTS OF THE EUROPEAN CULTURAL FOUNDATION
The European Cultural Foundation is an independent,
non-governmental organization. It was founded in 1954 to
promote cultural and educational activities and research
of a multinational nature and European character.
Three priorities shape the grants and programme activities:
- "Encouraging intercultural dialogue "means Europe's many and diverse cultures interacting with one another. It is about making a space for people from different cultural communities to encounter one another, create and innovate.
- "Stimulating participation through the arts" means involving people in making art, and so encouraging them to feel confident, included and active in society. It is about personal transformation and social change.
- "Strengthening the cultural sector" means developing responsive policy frameworks so that cultural activity and cooperation can flourish.
Grants can be offered to Individuals or independent cultural organisations

YOUR PROPOSALS FOR THE DISABLED PEOPLE's PARLIAMENT ON 10/11 NOVEMBER 2003
The European Parliament will host a Disabled People’s
Parliament Event at the Hemicycle in Brussels. The Event
will mark the 10 th Anniversary of the United Nations
Standard Rules and the European Year of Disabled People 2003.
It will act as a platform for personal testimonies from
disabled persons and their families on the developments made,
and problems still experienced, by disabled persons since 1993.
Moreover, it will provide a political focus for 2003 and
input from the directly elected representatives of the EU
for concrete follow up actions to the European Year and
develop innovative ideas to advance the disability policy
at EU level. Participants will include a mix of disability
representatives (organisations of disabled peo-ple) and
European Parliamentarians as well as some other stakeholder
groups, other EU institutions and social NGOs etc.
Four major outcomes are expected:
- a Resolution or Declaration to feed into the EP own-initiative
report on the European Year 2003;
- a Manifesto by the Disability Movement to the European
Parliament regarding the elections in 2004 with a view that
it should be recognized and taken up in the manifestos of
the political parties
- a Conference report to include testimonies by European
with disabilities.
- a presentation of good practice examples of the work of
Parliaments in advocating for disability issues (e.g.
through structures such as Disability Intergroups).

FRENCH NETWORK OF TOWNS DEALING WITH "INCLUSIVE CULTURAL
POLICIES" OPENS TO EUROPEAN CITIES
This informal french network regroups town councellors and
administrators of a dozen towns. The aim of the networks
is to improve the elaboration and implementation of cultural
policies and actions in direction to people with disabilities.
It is a forum to exchange good practice, information and
elaborate guidelines and charters of action in the field
of art, culture, media and disability. At the last meeting
on 26 June 2003 it was decided to invite other European
cities to join the network.

"Rencontres Internationales des Arts de la Seine" in Belgium : call for artists
The association Créahm organizes from 15 - 23 october 2004 an
international Arts meeting in Liège involving artists with
intellectuel deficiences. A jury will select 8 performances
of various artists and companies (theatre, danse). The Arts
meeting will further propose discussion forums, working groups,
exhibitions and films. Interested candidates can apply until

PROJETS FOR HANDICAPPED PEOPLE "
At the occasion of the European Year of People with
disabilities, the Directorate-General for Education and
Culture of the European Union has published a booklet-sized
dossier which is a first compilation of the educational and
cultural projects designed for people with disabilities in
all the areas of activity of the Directorate-General for
Education and Culture.

REPORT OF THE INCOM GROUP ON ACCESS TO ELECTRONIC COMMUNICATIONS
The Inclusive Communication Committee, subgroup of the
European Commission Communications Committee, met on 17
June 2003. Priority issues discussed were among others
access to national emergency services, telephone solutions
for deaf persons across Europe, access to digital TV and
related services, accessible pay phones, electronic
communication facilities for deaf-blind persons, use of
broadband to provide meaningful and equivalent Universal
Service for persons with disabilities, use of Hermes band
frequencies for supporting accessibility services.

EUROPEAN study report on Accessibility of Tourism Accommodation and Other Facilities
On 10 July the European Commission held a seminar in Brussels
to present the draft final Report on the results of the study
'Harmonisation of criteria for defining the accessibility of
tourism accommodation and other facilities' done by the
Consultants Risk & Policy Analysts Limited. A wide number
of stakeholders were present at this meeting from the tourism
and disability sectors including EDF.
Following a presentation by the Consultants of their main
recommendations, the general feedback from the stakeholders
at the meeting - in particular the disability representatives -
was one of disappointment that the recommendations were
very weak and ineffective. EDF has drawn up a response to
this Study in consultation with the EDF Committee on
Universal Access and the wider Universal Access e-group.

FRANCE : NETWORK OF CULTURAL EQUIPMENT ACCESSIBILITY SERVICES
A dozen arts establishments of this network (Réseau des
services d’accessibilité des équipements culturels) commit
themselves to promote their activities and to share their
know-how to improve the way disabled people are received
throughout France. The make-up of the network makes no
geographic or structural distinction. It is also a participant
in the national commission of the Arts, culture and disability.
The objectives behind the network are the circulation of
information, the exchange and sharing of know-how, the
formulation of propositions and plans of action, promotion
of awareness and the education of professionals in the Arts,
the identification of different networks for disabled people
and a shared communication. People with disabilities can
contact these services to have information on cultural
accessibility, specific services, adapted locations etc.

BELGIUM : ACCESSIBILITY LABEL "INDICE PASSEPARTOUT®"
The NGO GAMAH in Belgium has developed in 2002 this new
accessibility label which allows to have detailed information
concerning the qualitity of access to buildings open to the
public. The label includes six various logos corresponding
to different types of disabilities. Indice passeport is
promoted by the government of Wallonie (Ministry for social affairs)

PANTOMIME JOMI : BREAKING DOWN LANGUAGE BARRIERS
Mime is an universal art that is to be found in all
cultures and that breaks down all existing language barriers.
JOMI is a mime.
JOMI, whose real name is Josef Michael Kreutzer, was born in
1952 in Bpus (Saarland, Germany). He studied under Marcel
Marceau Ecole de Mime in Paris and became the only German
to conclude his studies with a diploma. Since 1981 he has
performed as a pantomime soloist. JOMI founded and directed
the "School JOMI for the Performing Arts" since 1987,
as well as the "Little Stage JOMI" as a forum and meeting
place tor cabaret and mime. In 1988 JOMI founded the biennial
"Festival of International Pantomime" in Saarbrücken, in
order to create an adequate platform for the many different
forms of pantomime for artists and interested people of
various nationalities and cultural backgrounds. Since 1991
JOMI has held a lectureship in pantomime and body language
at the Saar Academy of Music and Dramatic Art in Saarbrücken.
In 1997 JOMI - deaf since his early childhood - has been one
of the chairpersons of »EUCREA Germany; member organisation
of EUCREA International.
It is not just his excellent training, but also JOMI's deafness
which give him the sensitivity necessary for the art of speech
without words. He has developed bis own style, where mime
is not just a vehicle for high spirits, but where mime becomes
a platform where social criticism has its place in the
Repertoire just as much as lyrical or dramatic themes.
JOMI's art lies in his precision of performance and above
all in his identification with his various characters. He
doesn't act these people, he becomes them in the truest
sense of the word - whether it be a rich or poor man, a
strong man or gentle woman, a happy child or an old taylor,
a clumsy goal keeper or an arrogant Pop star, a stiff robot,
or one of many other possibilities.
He is a popular artist both at home and abroad, addressing
his vocation with a tremendous amount of persistence and
commitment, sincerity and optimism. His tours throughout
Europe, North Africa and Latin America were great successes.

TOUCHDOWN DANCE
Touchdown Dance, based in Manchester, was founded in 1986
and works locally, regionally, nationally and internationally
within communities and professional dance. Touchdown dance
involves people with a visual impairment in dance activities
and provides training for professionals. Dance workshops
are delivered with specialist methods and processes using
touch and sensory feedback techniques. These are effective
for all dance settings as well as within health and education.
The main aim is to ensure access to opportunity and
information in the dance world. The work may be specifically
about the inclusion of visually impaired people but the
provision is open to both disabled and non-disabled people.
The objectives tie in with social inclusion policies,
from the regional arts and national priorities right
down to the needs of individual participants, whether
in the workshops or the company. The specialism is
in the use of touch as a mirror in the learning process
and the excavation of touch as a language of communication,
with the intention to normalise the perception of touch
and to reaffirm its potency in both learning and teaching practices.
The Dance Company evolved from the long-term perspective of
providing opportunities for workshop participants to work
towards performance. The current TOUCHDOWN DANCE COMPANY
involves three visually impaired and three sighted dancers,
and all are working at a professional standard in performance.
Their latest performance is TACT (2002 -2003), theatrical
dance involving text, video projection and movement
ranging from the energetic and resistant to the softer
almost motionless sensitivity.

PORTRAIT : EUCREA Finland
EUCREA Finland was founded in 1997. The organization
promotes the chances of disabled people to participate
in the arts and cultural activities. The board members
come from disability organizations or are individuals
active in the field. EUCREA Finland has no permanent staff.
The funding is yearly applied for from the government,
different foundations and sponsors. A lot of the work is
done volontarily and services are bought from different experts.
EUCREA Finland cooperates with large and small art
institutions and other organizations. Although the
history of the organization is not very long it has
succesfully organized a large number of arts activities
and events in different fields of artistic expression.
EUCREA Finland has also published one book of writings
of disabled writers and co-produced a booklet about
disability and culture. EUCREA Finland has been involved
in the "committee culture for all" for the Ministry of Education
(see "country news")

The European Council of Artists (ECA)
The ECA aims to promote cooperation between professional
artists in Europe - artists, writers and actors and
covers current issues in Europe of common interest to
the different disciplines represented. Its members are
national committees or councils of artists and artists'
organisations in 24 European countries.

CULTURE LINK Network
Set up by UNESCO and the Council of Europe in 1989,
Culturelink is a network of networks for research
and cooperation in cultural development. The Institute
of International Relations (IMO) in Zagreb (Croatia)
has been home to the network since its creation. The
Culturelink network consists of no less than 1000
networks and institutional members of some 100 countries
around the world.
The network's mission is to compile, process and
distribute cultural information with a view to promoting
international and intercultural cooperation and communication.
Culturelink's members are networks of institutions
and organisations that deal with cultural and artistic
development, management and cooperation. One of the
main objectives of the Culturelink network is to promote
regional, interregional and international projects.
In addition to its research activities, the Culturelink
network operates a database on cultural development and
publishes the Culturelink journal.

FONDATION INTERARTS
Working to promote international cultural cooperation,
the Interarts Foundation has been developing a number of
programmes these past five years in areas ranging from
applied research for urban and regional cultural policies
to services. Its activities include training, evaluation,
research and consulting.

Exhibition: Inner Worlds-International and Regional Outsider Art in Dialogue”.
The Lokschuppen in Rosenheim is presenting one of the
most extensive Outsider Art exhibitions in Germany of
the last few years. The exhibition will be part of the
Rosenheim Art Summer 2003 and will display approximately
240 works of art by 60 mentally disabled artists.
The international developments since the beginning of the
20th century will be confronted with the current works of
art by artists from Munich and its surroundings. Four
ateliers, the art workshop of the Bezirkskrankenhaus in
Haar (District Hospital in Haar), the art therapy Bezirksklinikum
Gabersee, the Theateratelier Munich and the art workshop of
the Heilpädagogische Centrum Augustinum in Munich will enter
into a dialogue with one of the worldwide most significant
art collections of its kind. The Charlotte Zander Collection
was accumulated over a period of 50 years and includes over
four thousand works of art. The Augustinum Foundation,
known for its commitment in the field of art and disability,
is the partner of the Rosenheim exhibition. The Art Summer
2003 is a co-project of the Städtische Galerie Rosenheim
and the Lokschuppen Rosenheim exhibition centre.

European Contest and Song festival for disabled musicians
A total of ten European groups and individual artists,
presenting one performance each, will take part in an
evening gala. The goal is to provide people with intellectual
or multiple disabilities a representative forum.
The winner will be chosen by a jury, consisting of
representatives from the culture and music industry,
and will receive an award.

Forum Art, Culture and Disability (" Rencontres Art, Culture et Handicap").
The Minister of culture and communication, Jean-Jacques
Aillagon, organizes for the first time a main national
event, the " Rencontres Art, Culture et Handicap". This
event shall promote the access to artistic and cultural
activities for people with disabilities and show the
contribution of disabled people to the current art scene.
Mrs Marie-Thérèse Boisseau, Secretary of State for disabled
people and Mr Serge Lepeltier, Mayor of Bourges, support
this event. The forum with include discussion forums for
professionals of associations and the culture sector,
over 30 performances and events at Bourges and an important
artistic programme involving disabled artists. Cemaforre,
member of EUCREA International participates at the forum.

CENELEC TV for All conference
Following the publication of TV for All's Interim
Report in June, the finale report is due at the end
of November 2003. The morning of the conference will
be devoted to an overall view of the Interim Report
followed by comments from disabled people's
representatives, manufacturers and broadcasters.
The remaining time and the afternoon will be given to
the floor for suggestions and remarks which can be
placed in the final report.

The association Créahm organizes an international
Arts meeting involving artists with intellectual disabilities.
A jury will select 8 performances of various artists
and companies (theatre, danse). The Arts meeting will

Conference « Access to culture and sports for people with disabilities »
The Hellenic Ministry of Culture is organizing a conference
addressed to institutions involved in the design, management
and function of cultural buildings and sites and sport venues.
Through the exchange of experience among European countries,
the conference aims at sensitizing all competent institutions,
concerning the right of disabled people to full participation
in cultural and sport activities. At the same time, the
conference aims at promoting measures for the improvement
of the existing infrastructures or services and at developing
actions for the elimination of discriminations. The papers,
presented by Greek and foreign speakers, will cover a variety
of subjects, such as the European and Greek legal framework
for accessibility, the feasibility of building alterations,
the adaptation of exhibits according to relevant specifications,
the production of supplementary material for different
disability groups, the design of special educational
activities and the training of personnel.

Xposure 2003, the London festival of disability arts
xposure is an annual month long, London based arts festival
profiling some of the best British and International
performance and visual arts by disabled and deaf artists.
The UK's leading disabled and integrated companies and
artists will perform and exhibit at venues across London -
from Sadler's Wells to Byam Shaw School of Art. xposure
is a partnership between leading venues and London's leading
disability arts organisations. Besides the performance
programme, there is a section of the festival dedicated to
learning. There will be opportunities for first timers to
experiment with different art forms, as well as professional
development workshops for artists with experience.
All workshops will be led by professional disabled artists.
